Protection and Advocacy for Voter Access (PAVA)

What is PAVA?

The PAVA program was created by the Help America Vote Act of 2002 (HAVA). The purpose of this program is to ensure full participation in the electoral process for individuals with disabilities, including registering to vote, casting a vote and accessing polling places.

Administration for Children, Youth and Families, Administration on Developmental Disabilities (ADD) in the federal Department of Health and Human Services administers the PAVA program.

PAVA Services

The PAVA program provides the following services:

  • informs people with disabilities of their voting rights and provides them with accessible voter information authored by the League of Women Voters of New Jersey;

  • provides people with disabilities with the opportunity to register to vote;individual and systemic advocacy;

  • provides people with disabilities with the opportunity to register to vote;individual and systemic advocacy;

  • provides people with disabilities with the opportunity to register to vote;individual and systemic advocacy;

  • provides training and education programs to increase informed voting by people with disabilities living in institutional settings and in the community; and,

  • ensures that people with disabilities, regardless of disability, have the opportunity to vote by having attorneys available in every county on Election Day to provide legal representation and technical assistance.

Who is eligible for PAVA Services?

PAVA services are available to individuals with a disability.
